District Judge Daniella Deseta Lyttle ruled in favor of Save Our Springs Alliance, overturning the two-minute speaking limit to three minutes per item.

Former Council Member Laura Morrison testified that historically each speaker had three minutes, providing different perspectives, and meetings often went past 10 p.m.

Morrison highlighted that controversial items were scheduled later to allow working citizens to participate, unlike the current 2 p.m. timing for zoning cases.
