That resolution, which was reportedly seen by Egypt, Qatar, the United Arab Emirates, Saudi Arabia and Turkiye, would permit a stabilisation force of 20,000 troops to use all necessary measures to carry out its mandate, meaning it will be allowed to deploy force, according to Reuters."

The stabilisation force would protect civilians, secure border areas, train Palestinian police, and destroy Hamas offensive capacities while preventing rearmament. The UN Security Council is preparing negotiations on a two-year mandate for a transitional governance body and the force. A draft resolution reportedly allows up to 20,000 troops to use all necessary measures to carry out the mandate. Secretary-General Antonio Guterres said any stabilisation force must have full international legitimacy. Hamas has not confirmed demilitarisation.
