Rescuers used backhoes and sniffer dogs to search collapsed houses and damaged buildings after a magnitude-6.9 earthquake killed at least 69 people in the central Philippines. The quake struck at about 10 p.m. and trapped residents in Bogo and rural towns in Cebu province. The epicenter was about 19 kilometers northeast of Bogo and at a dangerously shallow depth of 5 kilometers. Sporadic rain and damaged bridges and roads hampered response efforts. Workers attempted to transport a backhoe to reach a mountain village affected by a landslide and boulders. The death toll was expected to rise and the national government considered seeking foreign assistance based on rapid damage assessments. Foreign governments offered condolences and readiness to support response efforts.
