When Hamas or mediators neared agreements in May and September 2024, Israel denied or added conditions, including a rejected demand for permanent control of the Philadelphi Corridor. Netanyahu shifted between partial and all-captive release demands and sidestepped allied proposals. Under U.S. pressure in January 2025 a phased ceasefire was accepted, but Israel resumed bombardment and blockade by March and bombed Hamas negotiators in Doha during later talks.
