While it's unclear where the new air defenses weresourced, such deliveries also stand to affect Russia's military inventory amid its ongoing war of attrition against Ukraine."
Moscow delivered Pantsir‑S1 and Buk‑M2E air‑defense systems to Venezuela. Previously supplied equipment to Caracas includes Su‑30MK2 fighters and S‑300VMs. Russia is reported to be open to sending offensive weapons such as ballistic missiles to Venezuela. An Ilyushin Il‑76 cargo aircraft landed in Caracas on October 26 and then flew to other Latin American countries aligned with the Kremlin. The Il‑76 was operated by Aviacon Zitotrans, a Russian cargo airline sanctioned by the US Treasury Department in 2023. Washington states the company transports defense equipment including rockets and warheads. These deliveries could affect Russia's military inventory amid the war in Ukraine.
