For months, the UN has looked on, impotent, as Israeli air raids and artillery shelling has pummelled apartment blocks and refugee camps beside the Mediterranean."

So too have the Palestinian armed factions, which have faced the massive firepower of the Israeli military. These will now be forced to disarm and many will go into exile."
A US president intervened to halt an Israeli military offensive that had reduced large parts of a Middle Eastern city to rubble, killed thousands, and provoked global outrage. The UN remained largely impotent while Israeli air raids and artillery pummelled apartment blocks and refugee camps by the Mediterranean. The offensive was described by its architect as targeting a kingdom of terror and followed a series of attacks on Israel. Under US pressure, the Israeli prime minister agreed to a ceasefire and Palestinian armed factions also agreed, facing disarmament or exile. A US-organised peacekeeping force was planned. Significant parallels were drawn with Israel’s 1982 invasion of Beirut.
