Warlords of Draenor introduced Garrisons in 2014, offering base-like personal towns that centralized many amenities. Garrisons lacked customization and felt isolating, reducing player presence in the shared world. Blizzard delayed a comprehensive housing system to avoid repeating past mistakes. The new housing aims to avoid the pitfalls of Garrisons and other MMOs. Designers Jesse Kurlancheek and Joanna Gianulis focused on philosophy and player concerns, including a tied progression system.
