Whitmer has also emphasised the need to ringfence Medicaid funding amid continued federal pressures in 2026. Sports and online betting were included in the budget materials, with proposed Medicaid contributions expected to be funded in part through updated gambling taxes."
The budget outline recommends raising revenue by adjusting taxation on gambling, nicotine products, and advertising to generate nearly $800 million to stabilize Medicaid funding. The plan would end gambling operators' ability to deduct promotional bets from tax filings and update sports and online betting taxes. The proposal pairs targeted revenue measures with tax cuts for seniors, families, and workers and investments in literacy programs, free school meals, higher education, and road repairs. The measures aim to ringfence Medicaid amid federal funding pressures and deliver a balanced state budget.
