A government shutdown began Oct. 1 after the Senate failed to secure 60 votes to advance a funding bill. Democrats withheld votes to demand an extension of Obamacare premium subsidies, while Republicans refused. Eight Democrats later joined GOP senators to back a bill that did not include the subsidies extension. If Congress does not act, subsidies will expire on Dec. 31 and most of the 24 million beneficiaries will see premiums roughly double. The House Rules Committee met to consider the bill, and Rep. Jim McGovern sharply criticized Republican members for their eight-week absence, citing missed paychecks and rising costs.
