Rep. Clay Higgins pushed activist Burdett away from a podium outside the Capitol in 2023, repeatedly telling him to get off and declaring "You're out." Higgins characterized the activist as a "103M. Threatening," apparently invoking a police code for a disturbance by a mentally disturbed person. Higgins previously worked in law enforcement and resigned amid records documenting an internal Discipline Review Board account that accused him of using unnecessary force during the execution of a warrant and later giving false statements. Higgins defended his Capitol conduct and framed the activist as a threat.
