The Senate's session on Wednesday evening came to a nail-biting conclusion, as the fate of the resolution ended up resting on the shoulders of two Republican politicians."
"Senators Todd Young of Indiana and Josh Hawley of Missouri had voted last week, as part of a group of five breakaway Republicans, to put the resolution to a full Senate vote. With unanimous support from Democrats, the measure advanced with 52 votes in favour, 47 against. But supporters of the resolution could only afford to lose one vote in order to secure the bill's passage. By Wednesday, it had lost two: both Young and Hawley."
Only three Republicans joined Democrats to support the war powers resolution, producing a 50-50 final Senate split that was decided by Vice President JD Vance's tie-breaking vote. The resolution would have required President Donald Trump to obtain Congress's approval before undertaking further military action in Venezuela. Senators Todd Young and Josh Hawley had earlier been among five Republicans who forced a full Senate vote, allowing the measure to advance 52-47 with unanimous Democratic support. Hawley withdrew his support early on, and Young reversed after receiving assurances from senior national security officials and a Wednesday letter from Secretary of State Marco Rubio promising notification before major operations. The final 50-50 vote defeated the resolution.
