The United States will permit Nvidia to export H200 artificial intelligence chips to approved customers in China and other countries under conditions intended to protect national security. The exports will be subject to vetting by the Department of Commerce and an import tax of 25% from Taiwan, where the chips are manufactured. The chips will be imported to the United States for a security review before onward export to China. The most advanced Blackwell and Rubin chips are excluded from the arrangement. The Biden administration previously restricted advanced chip sales to China over military application concerns. Nvidia welcomed the decision and its CEO lobbied for the policy change.
