Sen. Rand Paul displayed a frame-by-frame video of the Jan. 24 shooting that killed Alex Pretti and questioned federal officers' tactics and decision to fire. Paul said Pretti posed no threat and was retreating while being pepper-sprayed, and he challenged why the encounter resulted in an ICU nurse's death. Acting ICE director Todd Lyons, CBP chief Rodney Scott and USCIS head Joseph Edlow testified at the hearing and had appeared before a House committee earlier. Paul called the shooting a strong rebuke of CBP conduct and said public trust has been lost, urging admission of mistakes and concrete reforms.
