Democrats are angered by recent ICE-involved shootings and some seek to condition Department of Homeland Security funding on constraints on ICE. Schumer indicated he opposes a government shutdown. The House passed the ACA tax-credit extension, but Senate Republican leadership has shown no interest and bipartisan Senate talks are stalled.
