An appeals court panel granted a stay on a lower court's order requiring withdrawal of National Guard troops from Washington, D.C., while the government considers its response. District Judge Jia Cobb had ordered the administration to withdraw federal troops by December 11 and later extended the deadline by 21 days. The appeals court emphasized the pause is not a ruling on the merits. The administration deployed at least 2,000 National Guard reservists to Washington as part of an anti-crime and beautification initiative. Cobb found the deployment unlawful for non-military, crime-deterrence missions made without a request from civil authorities. The stay followed a shooting that wounded two guard members, one fatally.
