Homan said meetings with state and local law enforcement produced agreements allowing arrests upon jail release and improving operational safety and efficiency. Homan argued that hostile rhetoric and attacks on ICE forced larger security teams during arrests, increasing visible personnel. New agreements would permit fewer agents on the street and safer operations.
