Congress approved funding for most of the government through September while keeping Department of Homeland Security funding only until Feb. 13. The short-term DHS measure was intended to allow time to negotiate reforms of ICE and Customs and Border Protection after the fatal shootings of Alex Pretti and Renée Good. Progressive Democrats and several Democratic candidates expressed frustration that House and Senate Democrats repeatedly provided the votes needed to keep the government funded, sacrificing leverage to demand reforms. Some Republicans signaled willingness to expand ICE rather than reform it, increasing pressure from progressives to hold the line.
