Obernolte is drafting a bill that could pair federal preemption of state AI laws with a regulatory framework including research infrastructure and safety checks on advanced models. Some senior tech industry figures and Democrats worry that GOP leadership has limited Obernolte's influence and remains committed to minimal regulation. Industry lobbyists and parts of the White House back a compromise after repeated GOP attempts to block state rules failed.
