Governor Greg Abbott signed HB 7 to stop Texas residents from receiving abortion pills by mail by empowering private citizens to sue manufacturers, distributors, prescribers, and any providers who mail or supply abortion-inducing pills to the state. Lawsuits carry a minimum statutory award of $100,000. The measure is an iteration of SB 8 and increases the financial incentive tenfold. The law is scheduled to take effect Dec. 4. Reproductive rights advocates warn that the law will sow fear, encourage vigilante surveillance, and extend restrictions beyond state lines. Anti-abortion supporters call it the "nation's strongest tool." Tens of thousands still obtain mifepristone and misoprostol via online providers and out-of-state telehealth.
