The proposed 28-point plan would recognize some occupied Ukrainian regions as de facto Russian, cap the size of Ukraine's military, and require Ukraine to agree never to join NATO. Rep. Don Bacon, a centrist foreign policy hawk and staunch Ukraine supporter who plans to retire in 2027, said he was so angry he considered resigning early but decided to fulfill his term. His early departure would further reduce the already narrow House Republican majority, currently 219-213, especially after Rep. Marjorie Taylor Greene's announced January resignation, and Democrats are favored in multiple upcoming special elections that could narrow the GOP margin further.
