Police chiefs and mayors stated that civil immigration status will not be enforced by local law enforcement and issued bans on use of city-owned spaces for immigration operations. Some jurisdictions cited consent decrees or ongoing litigation to bar ICE access to jails. Cities also launched portals and guidance for residents and businesses to document or deter federal enforcement actions.
