The bill bars Medicaid funding for certain "prohibited entities," which are defined to include 1) nonprofits that 2) qualify as "essential community providers" under federal law, 3) offer abortion, and 4) primarily engage in reproductive health, family planning, and related medical care. The defunding measure is scheduled to expire before the 2026 midterms."
Federal courts produced competing orders over a Trump-era provision that would bar Medicaid funding to Planned Parenthood, including a recent federal order blocking enforcement after an earlier injunction was reversed by the 1st Circuit. A separate suit brought by 22 states produced a different order from the same federal judge blocking the defunding. The One Big Beautiful Bill bars Medicaid funding for "prohibited entities" defined as nonprofits that qualify as essential community providers, offer abortion, and primarily engage in reproductive health and family planning. The defunding measure is set to expire before the 2026 midterms. Planned Parenthood sued arguing the provision penalizes affiliates that do not provide abortions.
