Senate Republicans rejected the offer, calling it insufficient and politically unacceptable. Senator John Kennedy blasted the plan, saying it would send $35 billion to health insurers without lowering premiums and mockingly warned he would need bail money if obstruction continues. Senate Majority Leader John Thune labeled the offer a non-starter, and Senator Lindsey Graham called it political terrorism. Kennedy emphasized he has repeatedly voted to lift the shutdown while Democrats and Senator Rand Paul have voted to keep it in place.
