Oregon’s automatic linkage to the federal tax code caused H.R. 1’s federal tax cuts to reduce state revenue by $888 million, deepening a budget shortfall near $650 million and threatening program cuts before the March 8 deadline. Progressive lawmakers and allied organizations propose amending the state tax code to eliminate three H.R. 1–created tax breaks to recover about $311 million. Advocates frame the effort as a choice between protecting working families and accommodating corporate-aligned legislators. The Oregon Senate approved SB 1507 by a 17–13 vote; the bill now advances to the House Committee on Revenue chaired by Nancy Nathanson.
