The Oakland City Council again tabled proposed changes tightening rules for homeless camps after a state agency flagged problems. The proposal by Councilmember Ken Houston would permit the city to tow vehicles used as housing and clear more camps even when no shelter is available. Council President Kevin Jenkins said state and county funding could be lost if the plan is approved as written. Jenkins said the state was concerned the policy bans unsheltered people from living in too many parts of the city and that Oakland must address where people can go. The council may revisit the proposal in January. Dozens of public speakers criticized the policy and urged starting over.
