On January 1, 1919, a couple dozen suffragettes burned an effigy of Woodrow Wilson outside the White House and were arrested for protesting his delay in supporting women's right to vote. Sue White, Tennessee Chairwoman of the National Woman's Party, led the demonstration and threw a two-foot-tall Wilson paper doll stuffed with straw into a cauldron. Protesters displayed banners reading 'The President is responsible for the betrayal of American women' and 'He preaches democracy abroad and thwarts democracy here.' Police required help from military police and Boy Scouts and seized private vehicles when paddy wagons filled. In January 1919 the NWP launched 'Watchfires of Freedom,' burning speeches containing 'freedom,' 'democracy,' or 'liberty' and repeatedly replacing arrested protesters.
