Pete Hegseth allegedly gave a spoken order to "kill everybody" aboard a vessel accused of smuggling drugs in September. Drone footage showed two survivors after an initial strike, and a Special Operations commander ordered a second strike said to fulfill the command "to kill everybody." It is unclear whether Hegseth knew survivors were present before the second strike. Sen. Ed Markey called Hegseth "a war criminal," and other senators and congressional committees raised concerns that such orders could be illegal. Hegseth called the claims "fabricated, inflammatory, and derogatory," said the goal was to "kill the narco-terrorists," and posted provocative social media imagery. Congressional committees pledged oversight. The Department of Defense Law of War manual states that "persons who have been incapacitated by wounds, sickness, or shipwreck are in a helpless state.
