Santa Clara has a smaller population than Sunnyvale, Fremont and San Jose but is finalizing plans to host the Super Bowl on Feb. 8 and to host World Cup matches next summer, positioning the South Bay city for major international attention. San Diego Democrat Toni Atkins withdrew from the governor's race despite decent fundraising after consistently polling in the low single digits and suffering from low statewide name recognition. Republicans in Congress blocked an extension allowing electric cars to use carpool lanes solo. As a result, California law no longer permits solo HOV use by electric vehicles, but the CHP will not issue tickets for violators until Dec. 1.
