The states said a policy freezing money for three grant programs caused immediate operational chaos and lacked legal justification. The Department of Health and Human Services said it paused funding over suspected benefits to people in the country illegally but did not present evidence or explain why it targeted these states. The affected programs are the Child Care and Development Fund, Temporary Assistance for Needy Families, and the Social Services Block Grant, which together provide the five states more than $10 billion annually.
