Senate Republicans, aided by tech industry lobbyists and insiders, are crafting NDAA language intended to preempt state efforts to regulate AI labs. A small group of GOP lawmakers, staffers, and tech lobbyists worked through the weekend to draft the provision. Democrats and others may not see the moratorium language prior to the must-pass NDAA vote, leaving uncertainty about its scope. The proposed preemption could bar states from enacting consumer protection or unemployment-related AI laws. Massachusetts Senators Elizabeth Warren and Ed Markey urged colleagues to oppose adding the moratorium, calling it a "poison pill."
