At least seven officer-involved shootings have occurred since Homeland Security operations increased in early 2025. Renee Nicole Good, 37, was fatally shot by an ICE agent in Minneapolis as she drove past immigration agents; the administration characterized the shooting as self-defense while the Minneapolis mayor rejected that claim. Border Patrol agents shot two people in Portland during what officials called "a targeted vehicle stop;" both were hospitalized. National groups organized hundreds of "ICE Out For Good" protests and vigils to humanize victims and demand accountability, scheduling 500 events immediately and anticipating over 1,000 nationwide. Organizers mobilized within 24 hours.
