A federal judge dismissed Thomas Donlon's whistleblower lawsuit alleging former Mayor Eric Adams and other officials ran the New York Police Department like an organized crime outfit. Donlon has appealed the ruling. Donlon alleges he exposed a coordinated scheme by senior Adams officials and NYPD brass to block misconduct investigations, obstruct oversight, promote unqualified officers and misuse his signature. Donlon says he was fired and retaliated against after raising concerns, including an incident in which officers allegedly arrested his wife at a traffic stop to retaliate. The judge concluded Donlon's RICO claim failed to show a common purpose among defendants, prompting the appeal for discovery.
