"Texas this summer was the first state to meet Trump's demands in what has become an expanding national battle over redistricting. Republicans drew the state's new map to give the GOP five additional seats, and Missouri and North Carolina followed with new maps adding an additional Republican seat each. To counter those moves, California voters approved a ballot initiative to give Democrats an additional five seats there."
A panel of three federal judges ruled that Texas cannot use a new congressional map drawn by Republicans that sought to add U.S. House seats for the GOP. A coalition of civil rights groups representing Black and Hispanic voters argued the map reduced minority voter influence and constituted a racial gerrymander violating the Voting Rights Act and the U.S. Constitution. The judges granted a request to block the map while the case proceeds, which would force use of the 2021 Legislature-drawn map for next year's elections. The 2-1 decision followed a nearly two-week trial and cited substantial evidence of racial gerrymandering.
