Federal judge says NH must make it easier to prove citizenship when registering to vote
A federal judge ordered New Hampshire to make voter registration easier by permitting applicants to swear to U.S. citizenship without documentary proof. The ruling addressed a narrower question of state law and did not decide whether requiring proof of citizenship is constitutional. The judge found 2024 changes unconstitutionally removed sworn affidavits as a proof method. An expert identified only 47 wrongful voting instances out of about 8.3 million votes from 1998 to 2024, and only eight noncitizens may have voted. The attorney general’s office plans to appeal, and the decision favored the ACLU of New Hampshire and other plaintiffs.
