U.S. District Court Judge Mary S. McElroy granted a temporary injunction halting proposed changes to Continuum of Care grants that fund permanent housing programs. The Department of Housing and Urban Development sought to cap permanent housing funds at 30% and shift remaining funds to temporary housing while implementing a new points-based system to rank projects. Santa Clara County and ten other governments and nonprofits sued HUD alleging the changes and the point system were illegal. HUD rescinded its funding guidelines an hour before the first hearing. The injunction preserves funding continuity for local governments and homeless service providers.
