The representatives have criticized masked ICE agents for manhandling and arresting immigrants at 26 Federal Plaza and reported being denied access when attempting to inspect detention areas. The bill faces near-certain defeat in the current federal government because President Trump would not sign it and the House and Senate are controlled by Republicans. Goldman said the bill offers Republicans an opportunity to act before the next election, but Republicans have indicated they will not oppose the president's immigration policies. Illinois enacted state-level protections banning courthouse arrests and imposing obligations on public schools, hospitals and other entities.
