Department of Defense officials across all 19 components reported that telework and remote work maintained, and in some cases improved, mission productivity and efficiency. Telework expanded communication and collaboration tools, extended personnel availability beyond normal facility hours, reduced full-day personal leave, increased training participation, and improved continuity during emergencies. Telework and remote work improved recruitment and retention for eligible positions but decreased morale and retention among ineligible employees, with many components losing staff to organizations offering greater flexibility. Challenges included reduced informal collaboration and information sharing, unreachable employees during duty hours, and the need for additional remote-work training.
