The Office of Management and Budget is leading a government-wide review of IT contracts and coordinating the effort with federal CIO Greg Barbaccia. The Trump administration began reviewing and culling contracts early last year to reduce perceived wasteful spending, and the General Services Administration reported cancelling 9,400 contracts by the administration's 100th day. Agencies were directed to scrutinize contracts with top consultants and cancel diversity, equity and inclusion-related contracts. The effort also targeted resellers and 8(a) companies. Contract culling was central to the Department of Government Efficiency strategy, though some savings claims were overstated. The administration emphasizes commodity IT over bespoke development and seeks procurement reforms that empower CIOs to shape budget and policy from program inception.
