The only agency to spend more this October than last was the Interior Department."

Several large agencies, including NASA and the State and Energy departments, saw declines of 84% or more. Energy’s October spending dropped by $6.5 billion. GSA spending fell only 5% to $393 million, and Interior increased spending. The spending decline reflects fewer contracts issued during widespread furloughs and lags in invoice processing.
