Organisation for Economic Co-operation and Development data through 2023 indicate China is on track to eclipse the United States in total research and development spending when private, government, higher education, and nonprofit funding are combined. 2023 inflation-adjusted figures show the U.S. spent just over $800 billion and China just under that amount, with other countries far behind. U.S. federal R&D funding has been largely flat for roughly two decades after adjusting for inflation. Potential federal cuts under the current administration could tighten domestic investment and may prompt increased mobility of American researchers abroad.
