Judge William Orrick considers the department at the "threshold" of full compliance and may relinquish control by year’s end because of sustained reforms. Mayor Barbara Lee installed former inspector general Michelle Phillips in a senior departmental role, appointed James Beere as interim police chief, and positioned Aaron Smith to head internal affairs. Those appointments established direct accountability lines between internal affairs, the chief, and the mayor, addressing longstanding concerns about OPD's ability to police itself.
