Gary Kendrick left the Republican Party and registered as a Democrat, citing deep concern over immigration enforcement. He served on the El Cajon City Council as a Republican for 24 years and ranked among the county's longest-serving municipal Republicans. Kendrick opposed a City Council resolution affirming compliance with federal immigration law and rejecting sanctuary-city status, joining one other councilmember in dissent. He also rejected proposals for police cooperation with ICE. Kendrick warned that increased enforcement has instilled fear in the diverse city of about 70 ethnic groups and attributed a party shift toward MAGA extremism; the mayor characterized enforcement as unchanged and called the switch disingenuous.
