California planned to revoke 17,000 commercial driver’s licenses issued to immigrants by Jan. 5 but extended the deadline after immigrant-rights groups threatened a civil class-action lawsuit. The U.S. Department of Transportation announced it will withhold $160 million in transportation funds from the state, adding to $40 million previously withheld. Transportation Secretary Sean Duffy accused the state of failing to enforce rules and English proficiency requirements for truckers. The California Department of Motor Vehicles said it had complied with state and federal regulations and warned that withheld funds jeopardize roadway maintenance and public safety. The dispute began after a nationwide audit of licensing programs in June.
