Springsteen said he wrote and recorded the track over a weekend after a second deadly shooting by federal immigration agents in Minneapolis. The arrangement grows from acoustic guitar and voice to a full band with harmonica and ends with chants of "ICE Out!" A White House spokesperson criticized the song, and Billy Bragg released a related protest song inspired by Pretti.
