Late Tuesday night the Trump administration announced $1.9 billion in cuts to mental health and social service grants, sending termination notices to about 2,000 organizations. More than 100 Congressional Democrats demanded explanations from Health and Human Services Secretary Robert F. Kennedy Jr., emphasizing that prevention, treatment and recovery for mental health and substance use disorders is a bipartisan priority. By Wednesday night the White House cancelled the cuts and reinstated the SAMHSA funding, though other terminated or frozen federal grants remain unresolved. SAMHSA discretionary funds support overdose prevention, addiction recovery and mental health services; California faced nearly $950 million in 2025 allocations, with local districts losing millions.
