New York's state appeals court unanimously ordered the independent redistricting commission to redraw the 11th Congressional District, which includes Staten Island and part of Brooklyn. Republicans appealed the decision to the U.S. Supreme Court and sought expedited review. Supreme Court Justice Sonia Sotomayor directed Democrats to file responses by the end of Thursday. The proposed redrawing could convert a reliably Republican district into a competitive or toss-up district by merging Staten Island with parts of Lower Manhattan.
