Massachusetts ranked 46th in the 2025 U-Haul Growth Index, up from 49th the previous year and still in the bottom five for inbound migration. U-Haul data show more one-way rentals leaving the state than arriving, with a steady decline from No. 36 in 2015 to the current position. New York, New Jersey, Illinois, and California trailed Massachusetts, while Texas, Florida, and North Carolina led the index. High housing costs and overall cost of living drive out-migration from the Northeast and California. Mid-year U-Haul data indicated inbound moves to the Boston area mainly from other Northeast cities. Overall population grew in 2024 due to international immigration, and a Mass Opportunity Alliance poll found one in three voters are personally considering leaving or know someone who is.
