For more than four decades Republican presidents have banned U.S. funds from going to groups that provide or promote abortion and Democratic presidents have reversed the ban. Vice President JD Vance announced an expansion of the Mexico City policy at the March for Life rally in Washington, D.C., adding prohibitions on funding groups that promote "gender ideology" and diversity, equity and inclusion. The expansion also extends the policy beyond non-governmental charitable groups to larger cross-border organizations such as U.N. agencies. Supporters at the rally cheered. Critics say the policy weaponizes U.S. foreign assistance and will make it harder for marginalized groups, including transgender people, to obtain health care. The Mexico City policy originated in 1984 under President Ronald Reagan and has been called the "global gag rule."
