"The state Gaming Commission on Monday awarded the three projects licenses to operate in the lucrative metropolitan-area market during a meeting at a riverside park in upper Manhattan. The state Gaming Commission awarded licenses for three Las Vegas-style resort casinos at sites outside Manhattan: a proposed $8.1 billion Hard Rock complex next to Citi Field, a roughly $4 billion Bally's project at Ferry Point, and a slot parlor on a racetrack near JFK. Each license requires appointment of an outside monitor to report regularly on financial, legal, and community investment commitments. Officials expect jobs, infrastructure improvements, and significant gaming revenue, with billions earmarked for transit and education and tens of thousands of projected jobs. Opponents raised concerns about increased gambling addiction and vowed legal challenges.
