The package passed 220-207 with broad bipartisan support, though only seven House Democrats voted for the DHS funding through September due to concerns about ICE tactics after a recent fatal shooting in Minneapolis. The Senate is expected to vote on the full slate, which includes defense, health, transportation and housing. Democrats sought stricter ICE limits but secured body cameras, increased oversight funding, de-escalation training, a flat ICE budget, a $115 million cut to enforcement and removal operations, and a reduction in detention bed capacity.
